Mix one cup of all purpose flour, salt and pepper and coat the pieces of the chicken with this mixture. Cook the chicken in a pan with oil ( only some drops) until it browns on all sides, drain the fat .Add water, chopped onion, lemon juice, herbs such as rosemary, and cook the chiken covering the pan and adding water if necessary, until chicken is done.Remove chicken to warm platter, keep warm, drain liquid from the pan, reserve.Mix the liquid reserved with 3 tablespoons flour, cook over low heat, stirring constantly until it looks smooth, remove from heat, add 2 cups of milk to the mix , boil and stir 1 minute. Put the chicken into a skillet,drop the mixture by spoonfuls onto hot chicken, cook uncover in the oven 1o´, cover and cook 10´longer .
